Project Gutenberg has over 30.000 books, and it is quite obvious that some of these have bugs. Some of these also have features that might appear as bugs, but are actually in there intentionally (such as old spellings or odd formatting in the source).

Currently, a few email address exists where people can submit bug reports, but it is fairly unclear what happens upon them, if something happens at all. To make it easier to track those bugs (and features), so they can be handled effectively, and avoid duplication of work, it may be better to replace this with a web-based issue tracker system.

A large number of bug or issue tracking systems exists, but we need to find one that can work with Project Gutenberg's unique requirements:

  1. Handle each book as a separate product (over 30.000 of them, and constantly growing).
  2. Handle the case that everybody can submit issues, using some template, but actually only a few are empowered to resolve those issues.
  3. Retain issues, also those that only pertain to an intentional issue, such that everybody can review them, and we can avoid duplicate reports, and document the reasons behind questionable features.
