Notice that two names appear at the beginning of the fourth "paragraph." They're tagged separately, as though parts of a list.
"of them?" didn't fit on the line, and the printer took advantage of the empty space above to place the words there, instead of taking extra space below. If the Proofers have not moved such text to the end of the line to which it belongs, the Formatters should do so.
"A, B, C," is in italics and was formatted as a list, with each letter marked separately and the commas outside the tags. One could argue that it is a phrase, not a list, and should have been enclosed in one set of tags, with the final comma still outside those tags.

The last two paragraphs on the page definitely are wrappable; the line above it may or may not be; the first line on the page may or may not be; and the first five lines of the second paragraph are wrappable. Everything in the middle is Metrical and should be enclosed in no-wraps. For simplicity, the formatter left that first line wrappable; the Post-Processor, who will see all of the pages, will make the final decision.
