Sticky thread/creating a sticky thread

In some forums, only moderators have authority to convert a thread to a sticky thread. In other forums it's an option to anyone when creating a thread.

• Distributed Proofreaders volunteers may request that a thread be converted to a sticky thread by sending a Private Message to one of the moderators.
