Sticky thread/creating a sticky thread

In DP's forums, only moderators have authority to convert a thread to a sticky thread. In other forums it's an option to anyone when creating a thread. If a volunteer thinks a thread should be sticky, they should contact a Project Facilitator or Squirrel to discuss the idea.
