Is it a Thought Break or a new Section? Usually, it's just a Thought Break, as Sections normally have headings on lines of their own, and often are listed in the Table of Contents. Here, "PLAYING" looks like an in-line sub-Section heading. (This project's Comments said to use Thought Breaks wherever there were short horizontal lines.)
