A proofreader or formatter deleted "PAGE", which already occurred at the beginning of this table of contents on a prior page. Tables of illustrations will be covered in the next category, but if they begin on the same page as other content, even a table of contents, they are still treated as a major division, with the usual four/two blank line treatment.
