Identifying a section heading
This paragraph begins with a bolded, inline heading. Tag the bolded text, as it's on the same line as 'normal' text. Since there is extra white space above the paragraph, check the TOC for a list of sections within chapters. If the TOC shows that the bolded words are a section header, put two blank lines above the paragraph. If the TOC doesn't list sections, ask in the Project Discussion how the inline heading should be handled.
