Thought breaks
The Poetry section of the Formatting Guidelines says:
If a row of dots appears in a poem, treat this as a thought break.
Some project managers prefer to use an ellipsis, and will express that preference in the project comments. Ignore a stanza's leading quotation mark when indenting its other lines. (Don't indent them by an extra space.)
