For a book's title page, there's no point in trying to match the layout of the image, as the post-processor will re-do it her/his way. So, just leave four blank lines at the top, enclose everything in no-wrap, place blank lines where they seem to be needed, and be sure to do all of the needed inline markups. If there's an illustration on the page, tag it, even if it's just the publisher's colophon.
