"Front Matter" includes everything before "Chapter 1," except for pages that have their own topics: title pages, tables of contents, and tables of illustrations.
If front matter looks like a chapter, like an introduction or preface, treat it like a chapter. For almost everything else, use no-wrap like on a title page. And remember to do the inline formatting! That's most important of all.
Before reviewing these examples, make sure you are familiar with the Major Divisions and Title Pages sections of the Formatting Guidelines.
