All of the rules for italics apply to boldface. The guidelines on bold are simple: basically, if it looks bold, tag it. If in doubt whether text is actually bold (rather than a print anomaly such as over-inking) ask in the project discussion for clarification.
The exception is headings; we do not normally mark headings as bold. See the following examples for more detail.
